President Muhammadu Buhari has assured that there will
be free education for science, technology and education
students in tertiary institutions.
Buhari gave the assurance yesterday while presenting the
2016 Appropriation Bill to a joint session of the National
Assembly.
Buhari stressed that this would indeed mark a historic
milestone for us as a nation.
He said his administration would unveil a conditional cash
transfer programme for the poorest and most vulnerable.
The president said the full programme would be presented in
the coming weeks and that it would be home-grown public
primary school feeding.
“Furthermore, through the office of the Vice President, we
are working with various development partners to design an
implementable and transparent conditional cash transfer
program for the poorest and most vulnerable.
“This program will be implemented in phases. Already, the
compilation of registers of the poorest persons is ongoing,”
he said.
He explained that “in the coming weeks, we will present the
full programme which will include our home-grown public
primary school feeding and free education for science,
technology and education students in our tertiary
institutions.”
“Indeed, this will mark a historic milestone for us as a
nation,” he said.

Wonder as Gov. Mimiko’s Men Dump PDP For APC
Two former supporters of Ondo State
Governor, Dr Olusegun Mimiko, Senator Ayo
Akinyelure, and Dr Pius Osunyikanmi, have
dumped the Peoples Democratic Party
(PDP) for the All Progressives Congress
(APC).
Akinyelure represented Ondo Central,
Mimiko’s senatorial district, in the 7th
National Assembly.
Osunyikanmi was Mimiko’s personal
assistant and commissioner for Health
under the late Governor Adebayo Adefarati.
He also served the governor in other
capacities such as special assistant, senior
special assistant and commissioner for
Education. He was special adviser on
International Relations to President
Goodluck Jonathan before becoming the
director-general of the Technical Aids Corp.
Akinyelure and Osunyinkami, in a statement
yesterday, said they left the PDP with their
supporters because of the need to support
the change agenda of the President
Muhammadu Buhari-led administration.
The statement read: “We are most delighted
to announce our formal declaration for the
All Progressives Congress (APC) in Ondo
State. This declaration, which has ignited
the fire of passionate endorsements across
the state, followed our historic
disengagement from the Peoples
Democratic Party (PDP).”
They said their decision was taken after
several months of wide consultations with
their esteemed leaders, constructive
constituents, fervent followers and very
distinguished admirers from the length and
breadth of Ondo State.
“The mood in Ondo State, as clearly
expressed in the last general election,
shows that the people truly want a change.
In spite of the fact that we have a PDP
government in the state, our people voted
massively for President Mohammadu Buhari
of the APC. That situation has not changed.
In fact, the calls for total change at all levels
of governance in the state are getting more
stringent due to the failure of the PDP-led
state government to deliver democracy
dividends to the people.

Universities Workers Plans Strike as FG Sacks 2000
The Senior Staff Association of the Nigerian Universities
has called for an indefinite strike on December 24, 2015 to
protest a recent decision of the Federal Government to sack
2,000 university workers across the country by January,
2016.
The National President of SSANU, Mr. Samson Ugwoke,
said during a press briefing in Abuja on Friday that the
National Salaries, Income and Wages Commission, and the
National Universities Commission had written letters of
termination to 2,000 members of staff of the universities.
Ugwoke said that the senior staff union of the universities
had already dispatched letters to the Ministry of Education,
the NUC and the National Salaries, Incomes and Wages
Commission to withdraw the letters of termination issued to
varsity workers of the University of Ilorin, Federal University
of Technology, Akure, Usman Dan Fodio University, Sokoto
and others.
He said that SSANU also urged the Education Ministry and
the other agencies to ensure immediate withdrawal of
similar letters to vice chancellors to terminate the
appointment of personnel of university staff primary
schools.
He said the letter dated December 17, 2015 also copied
President Muhammadu Buhari, the President of Senate,
Bukola Saraki, the Speaker of the House of Representatives,
Mr. Yakubu Dogara, the Minister of Labour and
Employment, Dr. Chris Ngige and others.
Ugwoke added that the 2,000 workers affected in the
planned retrenchment exercise were drawn from 31
universities and were employed by the councils of the
various institutions to make the requisite contribution to
educational development in the institutions and the society
over the years.
The SSANU leader noted that the directive to sack the
workers who are expected to leave service in January 2016
was contained in a circular said to have been written and
signed by a Deputy Director in the Ministry of Education,
Mr. E.O Fayemi, on behalf of the minister.
He stated further that the circular dated April 21, 2015, was
attached with a memorandum and report from the National
Salaries, Income and Wages Commission dated March 2014
and February 2014 respectively.
According to him, the commission responded to the circular
by directing the removal of personnel of staff schools and
other institutions affiliated to the universities from the
payroll.
He said, “The implementation of this directive would be a
gross violation and breach of the SSANU/FGN 2009
Agreement, which explicitly stated that the University shall
bear full capital and recurrent cost of University Staff
primary schools.
“It is further shocking to note that till date, the Federal
Ministry of Defence still funds the capital and recurrent
costs of over 100 Army Children Schools, Command
Children Schools, Navy Primary Schools and Air Force
Schools; while the Ministry of Police Affairs still funds its
Police Children Schools, all from the Federal Treasury.
“We are surprised that an agency of government, the
National Salaries, Incomes and Wages Commission, could
continue with this callous, wicked, insensitive and ill-
intentioned agenda, despite our calls, letters, press
releases and publications on the issue.
“With the advent of the administration of President
Muhammadu Buhari, we had written series of public and
confidential letters on same with no positive response.”
He said that 90 per cent of the pupils of the university staff
schools were children of the staff of the institutions
stressing that the schools were established alongside other
academic components of the universities in some cases.
The unionist said SSANU had to give the December 24,
2015 deadline to the Federal Government as part of the
efforts to prevent the over 2000 workers of the universities
from being sacked.
Several efforts by Saturday PUNCH to get the response of
ASUU National President, Dr. Nasir Fagge, was resisted
because he said, “I am out of the country and you don’t
expect me to answer you from abroad.”
Also when contacted, the Special Assistant (Media) to the
Minister of State for Education, Anthony Akuneme, directed
our correspondent to the office of the Education Minister,
Adamu Adamu.
But several calls and SMS to the Assistant Director of Press
in the Education Ministry, Abdul Onu, were not replied.

especially young girls to apply caution while seeking fun
during the yuletide, saying rape cases may soar higher
in the state during the festive period.

want exploit the mood of the season to lure
unsuspecting fun – seeking ladies and girls to where
they could be raped.

strangers or pass through unfamiliar or dark pathways
by night during the yuletide.
He also cautioned them against wearing revealing attires
when going out, consumption of beer or wine and going
out with new acquaintances as that could exposed them

Buhari's daughter laments change in her life since her father became president
In an interview with Theambaimprint.com, Zahra Buhari,
daughter of President Buhari talked about how her life has
changed since her father became president of Nigeria."It
hasn’t changed so much, just that we are restricted from
doing so many thing because of security precautions and
we see our dad less, that has really changed! Changing
where you live, that’s the biggest change. Moving from a
flat in Guildford and then moving out from our house in
Kaduna and Abuja, then the way there are more people
around that you’re not familiar with. So, having to be more
diplomatic about so many things.
It’s actually very hard to get to me because I have been
changing numbers so people can’t really get me and the
second thing is, not too many people know me personally.
The problem comes up once in a while, when people now
want to be closer to you but you just have to do what you
have to do"she said

ordered a fresh election within 90 days.

sat in Abuja had no jurisdiction over matters that
transpired in Rivers State.
He insisted that the tribunal should have sat in Rivers
and not in Abuja.

I will continue to miss my late wife, Stella –Olusegun Obasanjo
Former President Olusegun Obasanjo on Saturday
recalled memories of life with his late wife, Stella , who
he said he would continue to miss her greatly.
Speaking at the 10th memorial service for the late Stella
at the Chapel of Christ the Glorious King within the
Olusegun Obasanjo Presidential Library (OOPL),
Abeokuta, Obasanjo said the tribute he had written about
her in his book; My Watch, tells it all.
“I wont say much about her today because much had
been written already in my tribute about my late wife in
the book, ‘My Watch’ and part of it says, she will be
dearly missed by me, my family and the Abebe family,”
Obasanjo said.
Mr. John Abebe who spoke on behalf of the Abebe
family said their sister and daughter would be missed.
For the Deputy National chairman, All Progressives
Congress (APC), South, Segun Oni described late Stella
as quintessential woman, who was born and raised in
family reputed for humility and integrity.
Rivers State Election Tribunal ruling, deadly blow to impunity - APC
The All Progressives Congress (APC) has described
Saturday's judgement of the Rivers State Governorship
Election Petition Tribunal that overturned the election of
Gov. Nyesom Wike of the PDP as a deadly body blow to
impunity and hooliganism.
In a statement issued in Lagos on Saturday by its National
Publicity Secretary, Alhaji Lai Mohammed, the party said the
judgement has
shown clearly that the era of impunity and hooliganism is
over, and that the only way for elections to have legitimacy
is for
them to be free, fair and credible.
''What has come across from this judgement is that there is
no shortcut to free, fair and credible elections. This is part
of the wind of change that is blowing across the land and
touching all arms of government under the
Administration of President Muhammadu Buhari.
''Elections are about the expression of the will of the people,
and they must always be free to express themselves,
irrespective of what some desperate politicians may feel,'' it
said.
APC said politicians, especially those seeking or occupying
elective office, must realize that they can only derive their
legitimacy from the people, and that unless they respect the
wishes of the people, they will not go far.
The party hailed its governorship candidate in Rivers, Mr.
Dakuku Peterside, for his doggedness
and strong conviction in the pursuit of his petition against
the election of Wike that was not only marred by widespread
violence and electoral malfeasance, but also acknowledged
to be so by local and international observers - and
now by the judiciary.
It urged all APC members and supporters in the state to
remain peaceful, even in the face of
provocation by those who are now realizing, to their
chagrin, that there is always a limit to
everything, including impunity and hooliganism.

Sanusi to Buhari: why fuel subsidy must go now
yesterday that President Muhammadu Buhari should
remove the subsidy on fuel if the economy must be
saved.
“This fuel subsidy has to go,” the former Central Bank
governor declared at the All Africa Business Leaders
Award West Africa held in Lagos.
Sanusi, who spoke extensively on the state of the
economy, said the country can no longer afford the many
leakages that have battered the economy over the years.
Quoting CBN figures,he said: “in the first two quarters of
this year, this country spent over 500 billion naira on
debt servicing. At end of this year, it will be over
1trillion which is more than the amount of money
budgeted for health, education and defence combined.
“There is no room in the government’s balance sheet for
borrowing and spending. We have no option but to block
leakages and to stop non-priority expenditures.
“It is for this reason that we cannot afford to spend all
our time talking about the past. It is time to look at what
we are doing now and ask ourselves if the fiscal stance
and monetary stance are the appropriate stances for the
situation we are in.
“Does it make sense at this time for the government to
continue paying petroleum subsidy? It does not, and we
must say it.
“When you need fiscal consolidation, when you cannot
borrow, when you are not earning because oil prices are
down, you have to shut down, especially those expense
lines that have been known historically to be the sights
of those seeking rent. This fuel subsidy has to go.”
He also called for the expansion of the tax base and an
increase in VAT.
“ Our tax base has to expand, VAT have to go up. We
can’t continue having an economy where we collect tax
from oil companies, collect tax, maybe, from the
telecoms companies, and then 60, 70 per cent of the
GDP does not pay taxes. This is something that has to
be looked at.”
He expressed disgust at some of the anomalies in the
economy, saying: “we are Africa’s biggest oil producer
but the biggest export from the United Kingdom to
Nigeria is petroleum products. We don’t refine our own
crude. We don’t have a petro-chemical industry. We
burn our gas and we don’t have enough electricity.
“We produce cotton and import textiles from China. We
have a large tomato belt and we import tomato paste.
Everywhere you turn…we produce cassava, we don’t
produce starch. And what we don’t have we export. It is
so bad that we had a military government that conducted
free democratic elections in Liberia. We exported
democracy when we had a military government.”
Speaking on his personal experience as CBN governor,
he said: “The biggest challenge I had as Governor of
Central Bank was convincing politicians that there
would be a day when we will regret not saving the
money when oil price was high. That the leakages in the
oil sector could not continue; that oil was a commodity
whose price goes up and goes down and when it comes
down, if you don’t have the buffers, you are going to
suffer.
“ It is one of these moments where if you were not a
Nigerian, you would say well, I told you so. But you
can’t, because it is a very sad story. It is very obvious
and it has happened over and over again. You have high
oil prices, high oil revenues and you blow the money
away, and when oil prices crash, you don’t know how to
face the situation.
“In 2009, we had a huge crisis. Oil prices crashed from
140 dollars to less than 40 dollars. That was the time I
was coming to the Central Bank. But at that time, the
government had a number of advantages. The previous
administration had saved a lot. There were physical
buffers. The Central Bank and the Ministry of Finance
could pursue countless fiscal and monetary policies,
even though we had devaluation, even though we had
some inflations, even though we dealt with the biggest
banking crisis in our history, the economy continued to
grow and people continued to be employed.
“The situation today is different. We spent years
deceiving ourselves, calling ourselves the 21st biggest
economy in the world based on something called
rebasing. We said our debt to GDP ratio was 11 per cent
and that the ratio looked very good. Yes we had a debt to
GDP ratio of 11 per cent, but we were spending 33 per
cent of government revenue servicing debts.”
Besides,he asked the federal government to devalue the
naira and warned that Africa’s biggest economy is in
danger of a long term slump unless the government
confronts slowing growth.
“Let’s stop being in denial, we cannot artificially hold up
the currency,” he said.
He said President Muhammadu Buhari, who is against a
weakening of the naira, “needs help on the economy.”
Under current Governor Godwin Emefiele, Nigeria’s
central bank has virtually fixed the exchange rate since
March.
Rationing dollars and limiting foreign-exchange trading
have stabilized the naira, which has remained at about
198-199 per dollar since declining 8 percent in the first
quarter.
The central bank’s moves are hurting the economy, said
Sanusi, 54. It expanded 2.35 percent on an annualized
basis in the second quarter, the slowest pace since at
least 2010.
“We are depriving certain key industries of imports,” he
said. “If we have to make a choice between economic
growth and a devaluation, my recommendation is that
we protect growth.”
“The portfolio flows are gone,” he said. “Inflation is
already upon us. You have fiscal consolidation. It is time
to loosen monetary policy. Otherwise we compound an
exchange rate crisis for businesses with high borrowing
costs and declining demand.”
Some portfolio investors have withdrawn from Nigeria,
with foreign holdings of naira government bonds falling
to less than 10 percent of the total from 27 percent in
2013, according to Standard Chartered Plc. In
September, JPMorgan Chase & Co. kicked Nigeria out of
its local currency emerging markets bond indexes,
tracked by more than $200 billion of funds, saying
exchange controls made it difficult for international
investors to buy and sell naira debt.
Sanusi said ministers acted like “courtiers” under
previous administrations and shouldn’t do the same in
Buhari’s cabinet.
“I hope people will have the courage to know that loyalty
is about telling your boss the truth,” he said.
Buhari, who came to power in May, has nominated
ministers, although he hasn’t announced their portfolios
and the Senate still has to approve them all.

Former Gov.Godswill Akpabio Nearly Die in a Motor Accident
A former Governor of Akwa Ibom
State, now Senate Minority Leader,
Godswill Akpabio, escaped death
Monday morning after his car got
involved in an accident along the
Airport Road in Abuja.
The accident occurred near the Bolingo
Junction close to the Ship House,
Abuja.
A witness said Mr. Akpabio was
moving in a convoy of vehicles towards
the City Gate when his vehicle ran into
another car.
“My wife and I were coming from the
NNPC Mega Station and we stopped at
the traffic light by Bolingo Hotel
Junction. When the green light showed
and we made to move, there was this
siren blaring Mercedes Benz jeep that
came from the town and almost
crashed onto my car. I don’t know
how we dodged but another that was
behind the jeep hit the car behind me
and tumbled on its side.
“I and my wife rushed out of our
vehicle and helped the driver bring out
his boss. When we brought him out,
we found that it was former governor
Godswill Akpabio.
“At the time we brought him out, the
siren was still blaring. We put him in
the other vehicle and he was rushed to
the National Hospital.”
The witness said Mr. Akpabio was
badly shaken and was in a traumatic
condition when he was brought out of
the crashed vehicle.
He said the former governor was
apparently rushing out of the city
when his convoy beat the traffic and
crashed.
A security official said the former
governor was at the National Trauma
Center.
The source however noted that Mr.
Akpabio was later moved to a private
section of the hospital for X-ray and
other investigations.
The driver to the former governor,
simply called David who confirmed the accident.
Mr. David said his boss was in stable condition but
declined to say how the accident happened. He wore
a black jeens trouser with a white stripped shirt.
When contacted on the telephone, the Chief Medical
Director of the hospital, J. Momoh, said he could not
speak on Mr. Akpabio’s case because he has no
authorisation from the family.
Mr. Momoh, who argued that it is against medical
ethics to speak about a patient in admission, did not
however deny that Mr. Akpabio was being admitted
in the facility.
“I cannot speak about a patient in admission without
getting approval from his family. You should
therefore excuse me,” Mr. Momoh said.
When reminded that Mr. Akpabio is a public official
and Nigerian Senate Minority Leader and not a quiet
family man, Mr. Momoh still insisted he cannot
speak on the matter.
At about 12.25p.m. Mr. Akpabio’s successor,
Governor, Udom Emmanuel, arrived in a three-
vehicle convoy, led by a Toyota Jeep, with
registration number, Yab 474 BG.
Mr. Udom was driven in a BMW salon car with the
number plates covered.

If You Need Special Protection, Go and Hire Private Security - IGP
Arase warned police officers against illegal operations ,
whereby they attached themselves to some individuals ,
adding that any officer caught doing so would be
arrested .
“ Any individual who feels that he needs special protection
should go and hire private security. The police is for all , ”
he added.
Arase, who disclosed this during his private visit to
Lagos, noted that the rank and file were the officers doing
the major jobs , including arrests, investigations and other
special duties .
On the dismantling of checkpoints across the country , the
I - G said he insisted on their removal because they were
not a veritable platform for good security, revealing that
“ Safer Highways’ Points ” had since replaced them .
He said about 555 safer highways points had been
created to aid policing of the entire highways across the
country .
Arase added that officers assigned to these points were
given some
allowances to prevent them from engaging in corruption .
According to him, human rights violation by the police is
not allowed, stressing that officers must have sufficient
evidence before arresting anybody and such fellow must
be charged to court within 48 hours of arrest .
The I - G urged members of the public to be part of
community policing , saying one million policemen were
not enough for the country .
“ All community leaders should take interest in who
comes to their domain, their family background and what
the person does for a living .
“ If people in all areas give regular information to the
police , ensuring security would be better, ” he said.
ASUU to govt: set up Visitation Panel
The Academic Staff Union of Universities (ASUU), has
called on Lagos State Governor Akinwunmi Ambode to
set up a Visitation Panel in the Lagos State University
(LASU).
The union said a panel was the antidote to the myriad of
problems facing the institution. ASUU also
recommended the implementation of the Universities
Miscellaneous Act of 2012, to put the 31-year-old
institution on the right path.
At a briefing on the university’s premises in
Ojo Lagos, Chairman, ASUU Lagos
Zone, Dr Adesola Nasir, said following the above
recommendations, Ambode should also constitute a
Governing Council to appoint a successor to the Vice
Chancellor, Prof John Oladapo Obafunwa.
He said Obafunwa being pelted with objects and chased
out of the institution by aggrieved workers on Monday,
March 16, and prevented from entering, meant he was no
longer accepted by the various unions.
Nasir said: “As ASUU, we are not proud when a whole
vice chancellor was pelted with sachet water by workers.
It shows such a vice chancellor has lost all forms of
respect from the community he is supposed to govern.
When this happen, the best for such vice chancellor is to
resign honourably.Obafunwa’s line of thought does not
agree with the people and things have degenerated to a
level where he can no longer enter his office.”
He said no matter how deep a crisis is, an ideal vice
chancellor must reconcile warring parties through
dialogue and cross fertilisation of ideas, noting that
Obafunwa has failed to achieve both.
According to Nasir, the allegation by workers against
Obafunwa, including the latter’s victimisation and non-
promotion of workers, setting up of illegal Budget
Monitoring Committee to access the Federal Government
intervention fund, victimisation of union heads,
inappropriate appointment of underserving staff who are
Obafunwa’s cronies as well as using media to disparage
workers, among others, are documented in two volumes
submitted to government by ASUU LASU, who now
awaits its decision.
ASUU lamented that industrial crisis in the university is
getting out of hand; hence the union’s intervention to
end it for good.
“What we expect from Obafunwa whenever he grants
interview in the media is to tell us his achievements in
terms of grants that his administration has attracted to
the university, the number of Ph.D awardees, and how he
has consolidated on the university’s internally
generated revenue. But to our disappointment, he keeps
painting workers in black. Sincerely, we are all tired of
anybody saying: ‘LASU is this or that.’ LASU has had
enough problems. All we want are the strides and not
pronouncements that would foment more trouble,” ASUU
further stated.
ASUU said the union is informed of secret moves by
Obafunwa to use some students outside the university to
puncture the peace that has since returned.
“Our union is not unaware of some clandestine moves to
unleash some ill informed students group mainly from
outside LASU to foment additional crisis in the
university. Our union wishes to advice our students, who
are our ally in the restoration of dignity of LASU to focus
on their studies as our members are doing all within
their means to ensure a smooth session. Exams have
been concluded and scripts marked,” ASUU counselled.
Chairman, ASUU-LASU Adekunle Idris, said against
misconceptions in certain quarters, the union is in
understanding with the LASU Students’ Union, noting
that when the struggle is eventually won, it is the
students that stand to reap the greatest dividend.
Meanwhile, LASU Students’ Union has called on
Ambode to get the university on full swing with respect
to academic activities.
LASUSU PRO, Adebanjo Fatai told our reporter on phone
that LASUSU was not interested on whether Obafunwa
returns to LASU or not, noting that it is a staff/
management affair. Another condition, Fatai stated, was
that no leader of the union should be victimised for his
or her role in the ongoing crisis.
Fatai said prevention of vehicular movement in and out
of the university premises by students on Thursday, last
week, was to draw government’s attention to their
plight.
“Immediately government heard that we had locked up
the two gates of the university, Deputy Governor Dr
( Idiat) Adebule had to call and appealed to us on
phone.”
He continued: “It is so sad that this is what we had to do
(protest) to get government’s attention. Ahead of the
protest, we had sent a letter which we copied to the
governor, his deputy, Ministry of Education, and all
unions in LASU as well as stakeholders in the state for
quick intervention, to no avail.
“You will also recall that before we commenced the (first
semester) exam, we had made repeated appeals to the
government but with no result until we eventually
stormed the Governor’s Office in Alausa in a protest,
before we could be answered.”
Fayose Appoints Graduate as PA to 72yrs-old illiterate council chair
tongues wagging with the swearing-in of a 72-year-old
illiterate carpenter, Pa Olatunde Afolayan, as the
caretaker chairman of Moba Local Government.
The governor, immediately after the inauguration held
at Abiodun Adetiloye Hall, Trade Fair Complex, Ado
Ekiti, also appointed a graduate to serve as the Personal
Assistant of the septuagenarian.
He also swore in two other caretaker chairmen during
the ceremony. The appointees, Mrs. Omolara Bayode
Ayeni (Ikole) and Owolabi Ajewole (Ijero) were
appointed to replace their predecessors who recently
resigned their appointments.
Fayose also swore in the new chairman of the State
Independent Electoral Commission (SIEC), Justice
Kayode Bamisile a former Chief Judge of the state and
other members of the commission to set the stage for
the conduct of the local government polls before the end
of the year.
Elated by his appointment, Pa Afolayan, commended the
governor for the kind gesture, saying: “What I expected
was for the governor to make me a ward chairman. I
have never gone to school for a day, but that does not
diminish my intelligence. I may not be educated or
certificated, but I have the e__xperience to pilot the
affairs of the council. I promise to surpass the records
left behind by my predecessors to justify Governor
Fayose’s assertion that local people are intelligent and
visionary.”
